RESTful Caching and Data Stores

This standard is to help build a RESTful API for accessing remote caches and key/value data stores.  This would allow for access to data from different platforms, and even potentially sharing data between platforms.

In addition to adding a standard layer in front of different cache or key/value store implementations, this API introduces the possibility of easily switching between an internally maintained data store and a cloud-based data store "service".
